Step-by-step Process
Documents Seller Must Provide
Seller must provide: Original RC (Registration Certificate), Form 29 (Notice of Transfer — signed by seller), Form 30 (Application for transfer of ownership — signed by seller), Valid insurance certificate, PUC certificate, NOC from bank (if loan outstanding), Road tax clearance certificate. All documents must be originals.
NOC if Vehicle Registered in Different State
If buying vehicle registered in another state: Seller applies for NOC from original RTO (online or in person). NOC valid for 6 months. Buyer must register vehicle in new state within 6 months. Apply for new registration with NOC, original RC, and all documents. Road tax may need to be paid again in new state.
Apply for Transfer at RTO
Buyer visits RTO with all documents. Submit: Form 29 (signed by seller), Form 30 (signed by both buyer and seller), Original RC, Buyer's address proof, Insurance, PUC, Transfer fee payment. RTO verifies documents and vehicle. Transfer completed in 7–30 days. Updated RC sent by post.
Online Transfer via Vahan Portal
Many states now support online vehicle ownership transfer: Visit vahan.parivahan.gov.in. Select state → Online Services → Transfer of Ownership. Both buyer and seller need to verify via OTP (mobile linked to Aadhaar). Upload documents digitally. Pay fees online. RTO appointment may still be required for inspection in some states.

Common Questions
What happens if vehicle is not transferred to new owner's name?
Motor Vehicles Act requires transfer within 30 days of sale. If not transferred: The registered owner (seller) remains legally liable for any accidents, challans, or offences committed by the vehicle. The seller should submit Form 29 to their RTO even if buyer doesn't complete transfer. Failure to transfer can result in fine of ₹5,000.
