How to Apply for a Domicile / Residence Certificate
In this guide
Step-by-step Process
Understand Domicile vs Residence Certificate
A domicile certificate proves permanent residence/origin in a state and is used for state-quota seats in colleges and jobs. A residence certificate proves current address and is used for local schemes, ration cards, etc. Some states use the terms interchangeably; check your state's specific requirement.
Check Eligibility Criteria
Typically, you must have resided in the state for a minimum period (3–15 years depending on state). Children of government employees may be eligible based on parent's posting state. Check your state's specific domicile policy, as it varies significantly.
Gather Documents
Required documents: (a) Aadhaar card; (b) Ration card; (c) Voter ID; (d) Birth certificate; (e) School / college certificates showing state address; (f) Property tax receipts or rent agreement; (g) Utility bills (electricity, water); (h) Self-declaration affidavit.
Apply Online or at Tehsil Office
Apply via your state's e-district portal under "Revenue Services". Alternatively, collect the application form from the tehsil/taluka office, fill it, attach supporting documents, and submit. Pay the applicable fee (₹20–₹100 depending on state).
Collect Verified Certificate
After tehsildar verification (7–21 days), the domicile certificate is issued. Download it from the portal or collect from the office. Most domicile certificates are valid for life, but check your state's validity period.

Common Questions
Can I get a domicile certificate of a state where I was born but don't currently live?
In most states, domicile is based on where you have actually resided for the required minimum period, not just where you were born. However, some states allow birth-based domicile claims. Check your specific state's rules.
Is a domicile certificate required for NEET state quota?
Yes. For 85% state-quota seats in medical colleges (NEET), a valid domicile/residence certificate from the state is mandatory. The eligibility criteria (years of residence, study in the state) vary by state.
